Build and run with the latest CUDA and CUDNN

I'm looking for collaborators who can work with me to get a working build to work with CUDA 9 or 10 and cudnn 7/7.5.
I feel like this could be a fun project so just putting it out there. Interested people can ping me through a medium of their choice.

Also if @charlesq34 or some of the original developers could help get me started, I'm happy to take up the work and comeback with a merge down the line. A ros wrapper might not be out of the question as well 😄
