目前管理员的功能太少，仅限于审批注册。建议至少允许管理员为每个用户单独设置请求次数。

类似的特性在 #23 中已经讲过。这属于开发计划之一。

目前 @Kerwin1202 已经完成某次prompt/completion的token计数的代码开发。所以该功能相关的特性，比如特定时间内某用户的token消耗、限定用户的token消耗上限等，应该在不久的将来就可以和咱们见面了 (ฅ´ω`ฅ)
