How to disable data partitioning in H264 encoding, is there a corresponding encoding parameter option?

I compiled the openh264 module in webrtc and successfully enabled the h264 codec. But I caught the packet and found that the nalu_type of the h264 packet has slice A and slice B。how can I avoid data partitioning by modifying the encoding parameters of openh264?
