Disable filter options with 0 matching orgs

Right now it's possible to configure the filters such that you will see 0 orgs. A previous option removed options entirely, which resulted in some weird usability issues. I wonder if a middle ground would be to keep the options in place, but set disabled: true and grey them out.

In this example, several of the headcount options should be disabled.
