`description` is not mandatory in garm `v0.1.4` but needed by updating to `v0.1.5` #312

in garm v0.1.4 it's not mandatory to have a description set in the github config section.

By updating garm from v0.1.4 to v0.1.5, garm will fail as it's not able to migrate the github config from config-file towards the database.
