Planets that have 10 food congeniality and set to 100% is glitchy #152

This glitch only happens when you try to colonize 1 planet has 10 food congeniality and try to max the food output. This will cause the rest of the planets in the star system to flicker and lag continuously. Its understandable that you can't build anything on these planets but they are still useful to have to make sure no one gets a foothold too close your empire. Fixing this is minor but maybe it causes unnecessary lag/strain on the server that is not needed.
