ihaskell-0.12.0.0 (changelog) (Vaibhav Sagar vaibhavsagar@gmail.com @vaibhavsagar) is out of bounds for:

ihaskell-hvega-0.5.0.5 (>=0.10 && < 0.12). Douglas Burke dburke.gw@gmail.com @DougBurke. Used by: library

Will place an upper bound on ihaskell.

Similar to #7172.
