Let owners set players that are users as owners #10

As an Owner I want to set other Users in my League as Owners so that the burden of League Admin can be shared.

Player must be linked to a totterUp User
If the Player is deleted from the League then the User will stop being an Owner
Should be a way of toggling on/off a Player-User as Owner
