I installed under Python311 and had this exact same problem. Although it installed fine for me under Python 3.11, it did not run for me. To resolve it, I installed Python 3.9.11 (did not try 3.10) and created a new Python39 .venv, installed TSS, and it just worked.
(PyCharm, Win11, Nvidia 3090)
