One thing to note is that the LS and budget modules do not necessarily need to be in the SDK, they just need to be compatible with 0.46/0.47, right? |

Thats true, wanted to know if there was demand for those modules in the vanilla sdk from other parties, if not then we can pick it up & do the v0.46/v0.47 migrations if need be. Makes scheduling less complicated. |

Starting this discussion mainly as a point of public documentation and feedback gathering on the next major release of the Cosmos SDK -- v0.47. Note, this will probably be the last major release prior to the Cosmos SDK achieving the v1.0 milestone. This document will be a living breathing document until v0.47 is finalized with an expected release date of TBD.
With that in mind, the overarching themes of v0.47 should be continual improvements to dev UX and laying out the necessary groundwork for v1.0 to become a reality. For reference, you can see the v1.0 goals stated in this discussion.
