HELP ON: error during handshake: error on replay: validator set is nil in genesis and still empty after InitChain

If you know this case, please help me. I'm setting up to run cosmos and getting this error "ERROR: error during handshake: error on replay: validator set is nil in genesis and still empty after InitChain" even though I gentxed with 90% of the tokens and it's still on error. If I run ignite chain serve, it's okay. But i want to configure my own chain to add multiple validators, so anyone know please help me
