Filter Restriction doesnt work

im trying to restrict the filter usage, so i can use /unsafe/ , kinda lazy using url signature
this is the configuration i use:
VIPS_DISABLE_FILTER: "background_color, blur, brightness, contrast, fill, focal, grayscale, hue, label, max_bytes, max_frames, orient, page, dpi, proportion, rgb, rotate, round_corner, saturation, sharpen, strip_exif, strip_icc, upscale, watermark, attachment, expire, preview, raw"
VIPS_MAX_FILTER_OPS: 2

however, when i test it, i still can use 2 or more filter that specified above
