How to import a package in a separate directory

If I put the Kubernetes files from the manual example in a separate repository/folder, how do I import and provide default values to _base without the boilerplate?

Boilerplate:

kubernetes
deployment: [Name=_]: _base
service: [Name=_]: _base
ingress: [Name=_]: _base

This is what I have in the package to be imported:

use definitions for input parameters if you do not want them as part of the output
