Investigate current norms around "enter" key and select/dropdowns

Previously, pressing enter with a select element focused would only select an item from the options list. With the options list closed and the select element focused, it would be nice to submit the form on enter similar to a text input. We're currently not doing that as it was previously not the norm, but perhaps times have changed?
