[Bug]: Regression OPENAI_REVERSE_PROXY not accepting IP address

What happened?

maybe connected to a fix after #1270
if I try, I get an error:

OPENAI_REVERSE_PROXY=http://192.168.0.155:8000/v1/chat/completions

While the one below is working:

OPENAI_REVERSE_PROXY=http://xxx.local:8000/v1/chat/completions

The error connects to ERR_INVALID_URL. I am not sure why the protocol (http) gets truncated.

Steps to Reproduce

1. setup litellm
2. change OPENAI_REVERSE_PROXY

No, there were no changes to reverse proxy handling. The fix was handling an issue with the openai npm library: #1278

I see what you mean by the http getting truncated, and I'll run some tests to confirm.
