How to modify UI color ?

Hey, I am trying to do as mentioned in this thread: #3706
Indeed, I would need to change colors in the UI. But I can't manage to change the primary color.
Having this file:

Okey, even touching the code ?
As you saw I already touched the CSS.
People can achieve that as shown too in other discutions.
Do you have any more details on this ?
