Automatically disable exceptions that use clbids that have been dropped #168

We can do this, now that we have the ability to disable exceptions!

Probably should update the note, too; append like "(automatically disabled on DATE due to clbid X having been dropped)" to the note or something.

Should we

Disable them as part of fetch-student
Or disable them as part of dp.server.audit?

I kinda like the second, maybe; the first seems like it might add server load.

On the other hand, it would prevent us from ever trying to use exceptions that no longer apply, which would be good.
