Exclude non-STOLAF courses from query rules by default #183

I want to exclude non-is_stolaf courses from filtering through where-clauses by default.

I need to provide some way of allowing them on a per-clause basis.

… Given what I implemented for include_failed: true, maybe I can just do include_external: true?
