File names in zips produced from Japanese PCs aren't shown correctly on a Chinese PC #436

Describe the bug
My windows is in simplified Chinese locale. When opening zip files produced by Japanese users, text will become garbled.

To Reproduce
Steps to reproduce the behavior:

Download this zip file: test.zip
Open it with explorer++ in simplified Chinese locale

Expected behavior
Japanese characters are shown correctly

Crashes
