Every command that takes a canister name or --all should default to --all if a canister name is missing #2654

all commands that affect a canister should have a --all flag
all commands that affect a canister should also have a [canister_name] argument
if [canister_name] is omitted the --all flag should be implied.
if --all is used, slog::info!() should be used to list the canister name that is affected by a command
