Properly parameterize installation dest

Currently static libraries are built into ${j9vm_SORUCE_DIR}/lib and shared libraries are installed into ${j9vm_SOURCE_DIR} Static libraries should be built in the build tree as normal, and installation for static and shared libraries should use some kind of prefix mechanism (which can then be used to get the same behavior as we are currently getting)
