[QuaiPay] - Rewrite whole QR Code scanner component #269

Background:

The library we were using is not backwards compatible and has been removed. We need to recode this feature with the new library. https://www.react-native-vision-camera.com/docs/guides/code-scanning

Definition of Done:

QR Scanner is included in the build and leverages the new library for iOS.
