Add an Implicit Empty Statement for End-Of-Block Labels

An empty statement is currently required in order to label the end of a block. Can we make this empty statement implicit?

      // ...

      endOfBlock:
      // An explicit empty statement is currently required following end-of-block labels.
      // Can we hide this empty statement by making it implicit?
