Description

When added to items 4, the footer will disappear.

Steps to Reproduce

1.Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests to Android.
2.Click I8->Header and Footer(Add Clear)
3.Click the button of Add 2 Items.
4.Click the button of Add 2 Items again.
5.View the Footer.

Actual result:
When added to items 4, the footer will disappear.

Expected result:
The footer should appear on the page.

Not a regression, this can be reproduced on 8.0.70 & 8.0.3.
