[wasm] Don't build samples in parallel on CI #90470

The build fails when building samples. The wasm samples are built in parallel, and are all relinking (because publish'ed in Release). This is likely the container running out of resources. So, this PR is an attempt to not build these in parallel, and hopefully avoid hitting the limits.

Prompted by failures described in dotnet/dnceng#450
