Transfer causes loss of PrimaryAccountable

Suppose that agent A owns 30 kg of apples, and transfers 10 kg to agent B (resulting in a new economic resource for agent B).
Then agent A tries to transfer other 10 kg to agent C, but ReflowOS says that the resource is owned by B and the transfer cannot be performed.
