Can I make an Interproscan Viz with this library?

I'm a web developer that works mainly on web apps in the fields of biology/medicine/data science. I'm tasked with recreating a plot like this as an interactive SVG:

I'm wondering if this library can help me do that? Unfortunately I have no background in biology and don't really understand the meaning behind this visualizations... I'm not sure what this type of chart is even called. Would this be the equivalent of the InterPro Track component here?

If this library cant do this particular chart, does anyone know of a library that can?
