Transfer electron-mocha to electron-userland

electron-mocha has been a valuable tool for Electron development since 2015. As we haven't been adding new features in recent years it has been a fairly low-maintenance project: mostly keeping up to speed with the latest changes in Electron and Mocha as well as helping out users on the issue tracker. I'm going to continue maintaining the project, but I think it would be beneficial to move it here to make it more easily accessible to the wider Electron developer community. Having discussed this with @jprichardson, I wanted to ask if you'd be interested in the transfer?
