Without logs there isn't anything in the issue to go off, please open one when you can provide logs or how Element is causing server-side CPU load (compare logs to see different API calls etc) there shouldn't be any.
Steps to reproduce
Closing Element Desktop instantly reduces the load again, also downgrading to Element Desktop 1.11.61.
