It looks like Epiphany has an open issue for setting incognito mode as the default. It could be interesting to automatically toggle this setting along with the history toggle in the plug.

Upstream added an option to always use incognito mode. https://gitlab.gnome.org/GNOME/epiphany/merge_requests/266
