0.19.0

How to reproduce

Steps:

Click Compare mode in bottom left panel
input any message and get response
click on setting icon in the header of one of the chat
input / into System prompt field and select prompt with parameter

Actual result

Expected result

Input parameter form should be displayed above Compare mode Talk to settings forms

issue is not valid after new ui implementation in #2740
