[Sub project] 'Apply suggestion' button becomes inactive after the browser refresh

What happened?

1. In Sub project create a chat based on the sub-project model
2. Send any message to receive model response
3. Note that Apply suggestion button is active -> ok
4. Refresh the browser -> Apply suggestion button becomes inactive

Note: if to switch between conversations the button becomes active again
Note: there was similar ticket #1578

Expected: the button should stay active
