Change settings and Change agent buttons in chat header should be shown and be not clickable for some chats (isolated, replay, playback; in organization and shared with me)

What happened?

1. Click on a chat in 'Shared with me' section
2. Check chat header ->
   a) there is no Change settings button -> bug
   b) click on Change agent button -> the pop-up appears -> bug

Expected:
a) Change settings button should be in the chat header
No pop-up should appear on click
Tooltip with info should appear, but without the verb 'Change'
b) the same is for Change agent button
c) the same should be implemented for the following list of chats:

1. in isolated view [Isolated] allow "Configure settings" in Isolated view (start screen and header) #2807
2. replay mode (click on start replay, but don't finish the replay)
3. playback mode (click on next button to see the message and response)
4. chat located in Shared with me
5. chat located in Organization
6. chat located in Today and others if Feature.DisallowChangeAgent is enabled
