Transfer {bpmodels} to epiforecasts group after {epichains} release #144

Following up on internal discussions today, it was agreed to transfer {bpmodels} back the epiforecasts organization, where it originated from, when {epichains} is released. This will avoid any confusion about the scopes of the two packages.
