This seems like an easy no-brainer. Mint and redeem in such sigusd/rsv ratio that keeps reserve ratio unchanged should always be possible.

This enables external markets to balance prices via arbitrage within some range.

I agree that it is a no-brainer if it's something we could switch on with a flip of a switch. But will it get much use? Seems like a pretty bad deal. Maybe it could be useful down the line for arbitrage but I don't think it'd touch the sides at the moment.
