Here are two example action plans, depending on the dev resources and ambition to improve.

The SIPs could be done separately with one month between every change or all at the same time. After all the changes, there could be 3 month period to monitor and evaluate. If all goes well, then burn keys at the end of that period

Lightweight.

• simultaneous mint
• nonmatching lock
• transaction limits
• POE
• zero gov

Heavyweight.
All from Lightweight with the addition of

• delayed settlement
• dynamic fees

Especially for the second case, it might be better to upgrade in steps, to monitor how the changes interact.
