SIP: Delayed Locked Settlement

Currently, when you mint, you immediately get SigUSD/SigUSD. Under Delayed/Locked Settlement you would receive them Time+T+X. This would discourage short-term speculation

This is a great idea for mitigating manipulation and drain. Instead of smoothing past oracle prices, sigmabank can take average of future prices before settlement.

A whale could still manipulate price during the delay, but this is more difficult than the current setup. Long delay increases difficulty, but also reduces ease of use.

This trade-off might be worth it, because the protocol has to be sustainable above all. That means taking all precautions against drain and manipulation.

I think this delay would worsen usability too much personally. Unless it could be enforced only on transactions over a certain size?
