I would like to propose the following spec change

• EIP-7594: Decouple network subnets from das-core consensus-specs#3832

I won't be able to make it but would like to confirm consensus and/or get a temperature check on:

1. preference to have CL drive blob limits, but NOT handle gas/fee computations (context: EIP-7742: Uncouple blob limits per block across CL and EL consensus-specs#3800 vs Blobgas computation in CL consensus-specs#3813)
2. do we realistically see ourselves changing the blob target to anything other than MAX // 2? if we do, then we should also have the CL send target along with max values (with the resulting extension of the EL header to have both values)
