Purpose
This PR updates some of the OTTR functionality to improve security. We don't believe there is any security risk at this time, but we are taking precautions and working to improve practices with this update.
What changes are being implemented in this Pull Request?
We might still need to run the workflows to make sure everything is working properly prior to merge.
