Proposal: add built-in bandwidth limiter

I believe that one of the most important options that should be implemented in boost is bandwidth limitation. Of course, there are always third-party tools (I will try to use trickle as soon as the sudden and abundant flow of deals ends), but it would be better to have a built-in one.
The fact is that boost undoubtedly occupies the entire available Internet channel, and when it is not very wide, it can lead to problems with the functioning of other services on the same server or on the local network, especially if there are 2 or more FIL miners onsite. And what if someone retrieve their more or less voluminous data at the same moment?
Even simple household programs like qBittorrent have such tools. It is much more important to have them in a program like boost.
