Reduce the constraints on requesting additional datacap for large dataset applications

I'm facing this issue where the readme says I need to wait until I have used up > 90% of the prior DataCap allocation before requesting for additional DataCap.. This is problematic because I'm also limited to requesting 200% of my weekly datacap. So...

Assuming I only use exactly my weekly allocation over 2 weeks (so 200%). I need to wait until I have 10% left, so 1.4 days. That means that notaries must be able to sign new allocations in under 33.5hrs or we face projects that need to pause their work to wait for new allocations.

So proposal:

Change the wording and requirements to request new datacap to the following: Clients should never have an active balance greater than 400% of their weekly datacap.

The above would allow clients to request up to a month worth of datacap. And then request ~2 weeks of datacap every two weeks without so much risk of breaking projects due to gaps in notarization.
