latest win32 standalone build

issue

when plugging in a controller, if it was plugged in after the emulator was launched, the emulator will not allow you to bind it. Only controllers plugged in before the emulator was launched are detected and bindable.

expected behavior

the emulator should not care about when a controller was plugged in, allowing controllers to be swapped during runtime would allow for fbneo to be used in tournaments more easily.

It's not possible to do with direct input, but it will be possible once xinput is added (hopefully in the coming month or so)
In the meantime, just right-click on the middle of the fbneo window twice (or once if you prefer the menu) and it'll re-enumerate the controllers.
