Flux vs eksctl/terraform for service account creation

Is there any general pattern for managing service accounts using IRSA on AWS. I could have the policies and roles generated and then update the service accounts in flux, or just omit the service accounts and generate them from eksctl. Not sure if there are any caveats I'm not thinking about, but was curious about any implementation best practices.
