as mentioned in #979 it's already time to upgrade the ruby version again ... ruby 2.7 is now EOL

ahh there's an issue for that already: #928
I'll give it a shot and try to convert the .less files to .scss

I found this for bootstrap: https://github.com/twbs/bootstrap-sass
But I think we have to upgrade to v3, in v2 smth seems to break with sass-rails and other gems ...

I know upgrading bootstrap sounds terrible, but I did a quick and dirty run and I think it's doable. Just touch every single view :o
