Deploy: pre-check for overridden config in destination environment?

Before deploying, we currently check for overridden code in the environment that you are deploying from. Should we do the same for the environment that you're deploying to so that you don't loose any config overrides in the live environment?

We also do that when a multidev is created in pantheon-multidev-create.
