What do you think about Makefile (or any other alternatives)

I think we should consider one unified way to lint and format codebase. While I was working on my latest PR I've noticed that goimport and gofmt want to reformat codebase mostly in internal directory. Didn't want to commit these changes in the same PR.

What do you think about one Makefile which will contain scripts to:

1. Install dependencies
2. Update dependencies
3. Run in development
4. Build
5. Lint
6. Format
7. Test
