Started on placeholder navigation in #62 in order to get contact page up and running. A minimal "good enough" navigation should

  • Be accessible (colors, aria, etc)
  • Support one level of items (but not use pattern that would necessarily block more levels later)
  • Should collapse on mobile to take into account lack of space
