Explore alternate methods of eliminating DELETEd models on restarts #484

In our previous SOP, models marked DELETE would not be reloaded after the "annotation" journal was destroyed and recreated by minerva on startup.
However, in our new SOP, we juggle journals around without this destructive step. With this, it seems like the models marked DELETE are still available after restarts.

This ticket (no implementation yet--just discussion/thoughts) is to consider alternate flows to the new SOP or changes in minerva to filter these out on restarts.
