[New plugin] Parser for BibTeX literature files

As mentioned in the title, I have created a plugin for getting literature lists from BibTeX files. It builds on python-bibtexparser. The plugin is available on my personal GitHub site, as well as on PyPI. I'd be happy to include it under the umbrella of this organization.
