RFE: omit series directory if unneeded

Suggestion received from the community: if there is only one image in a series being converted, rather than create a 0/ zgroup for the series, place the image at the top-level.

This may require an update to the bioformats2raw metadata and so might best considered when that transitional spec is replaced.
